The European Commission’s new eastern border strategy and the launch of the EastInvest Facility send a strong signal that Latvia is no longer just a frontier market, but a priority geography for energy resilience, infrastructure and industrial investment. For green hydrogen and Power-to-X project developers in Latvia, this creates a more credible framework for building bankable projects around ports, grids, cross-border corridors and export-oriented value chains.

A Stronger EU Investment Signal for Latvia
The European Commission has now put the eastern border regions much more clearly into the centre of its resilience and competitiveness agenda. In its February 2026 strategy, Latvia is grouped with the other eastern flank Member States facing long-term pressure from Russia’s war against Ukraine, and the Commission is explicit that support must cover not only security, but also growth, energy, connectivity and jobs.
That political message became more concrete with the launch of the EastInvest Facility. The platform brings together the EIB Group, EBRD, NIB, the Council of Europe Development Bank and national promotional banks from nine concerned Member States, including Latvia, with the stated aim of making it easier for public and private project promoters to access loans and advisory support. The participating institutions estimate at least €28 billion in private and public investment for these regions.
For Latvia, this matters because hydrogen and PtX projects do not move on political ambition alone. They move when project developers can see a route to finance, grid integration, industrial demand, export logistics and institutional backing. EastInvest does not solve everything, but it improves the investment narrative around eastern border projects in a way that is highly relevant for large-scale green hydrogen, e-fuels and derivative production in Latvia.
Energy Security and Industrial Development Are Now Moving Together
One of the most important aspects of the Commission’s new approach is that energy security is no longer treated as a separate issue from regional industrial development. The strategy explicitly links the eastern border regions to stronger grid integration, renewable deployment, storage, interconnectors and cross-border hydrogen infrastructure, while also calling for better coordination of investment pipelines and faster deployment of renewable energy projects.
This is especially relevant in the Baltic context. In February 2025, Estonia, Latvia and Lithuania synchronised their electricity systems with the Continental Europe Synchronous Area, ending reliance on the Russian and Belarusian frequency area and strengthening regional energy security and independence. The Commission now argues that this milestone should be followed by deeper integration of Baltic energy systems with European networks, including offshore grids and hydrogen infrastructure.
That is where hydrogen becomes more than a climate topic. In the Commission’s own wording, the eastern border strategy should build on local strengths by integrating the Baltic electricity network with Europe and by developing infrastructure such as the Nordic-Baltic Hydrogen Corridor. This places hydrogen much closer to the core of regional infrastructure planning than many market participants expected even a year ago.
Latvia’s Green Hydrogen Position Is Becoming Easier to Defend
Latvia already has the policy language to respond to this opening. The Ministry of Economics has stated that Latvia has strong potential to produce hydrogen and its derivatives from renewable energy resources, and that the emerging National Zero Emissions Technology Strategy is intended to support the production and export of green hydrogen and chemical derivatives, as well as port infrastructure and related manufacturing.
That framing fits the market logic well. Latvia does not need to position itself only as a domestic hydrogen user. It can also position itself as a producer, processor, logistics node and export platform for green hydrogen derivatives tied to ports, offshore wind development, industrial offtake and future cross-border transport infrastructure. The fact that Latvian institutions are already speaking in those terms is important for investor confidence.
It also fits the way PtXBaltic already presents the regional market. The platform is positioned around hydrogen and alternative fuels in the Baltics and already tracks announced Latvian projects across Ventspils, Liepāja and Riga, including green ammonia, hydrogen and sustainable aviation fuel developments. That existing project landscape matters, because EU strategy becomes far more useful when there is already a visible pipeline of investable concepts on the ground.
The Nordic-Baltic Hydrogen Corridor Changes the Scale of Opportunity
For Latvia, one of the most strategic elements in the Commission package is the repeated reference to cross-border hydrogen infrastructure. The Nordic-Baltic Hydrogen Corridor is designed to connect Finland, Estonia, Latvia, Lithuania and Poland to Germany, with Conexus representing Latvia in the project consortium. The project is explicitly framed as a way to diversify energy supply, accelerate renewable energy integration and connect hydrogen production with consumption centres and industrial clusters.
This is important because it shifts the conversation from isolated national pilots to a regional hydrogen market architecture. For Latvian developers, a corridor of this kind improves the long-term logic for upstream renewable hydrogen production, midstream transport infrastructure, and downstream derivative industries such as ammonia, e-methanol and other Power-to-X products. In other words, it gives Latvia a more credible pathway from project announcement to cross-border market relevance.
Ports and Logistics Give Latvia a Practical Edge
The Commission’s eastern border strategy is not only about energy assets. It also highlights transport connectivity, increased capacity in Baltic ports, support for Rail Baltica, and the broader strengthening of TEN-T and CEF-backed corridors. For Latvia, this is highly relevant because green hydrogen and PtX competitiveness will depend not only on production cost, but also on logistics, storage, export handling and access to industrial routes.
That gives Latvian ports a stronger role in the hydrogen discussion. Port locations can anchor import-export flows, derivative handling, bunkering opportunities, industrial clustering and links to future hydrogen corridor infrastructure. When EU policy starts speaking at the same time about energy resilience, Baltic ports, cross-border corridors and de-risking investment, that is a meaningful signal for Latvia’s port-based PtX strategy.
A More Bankable Framework for Latvian PtX Development
Another useful feature of the Communication is that it goes beyond broad ambition and points to mechanisms that can improve project bankability. The Commission calls on Member States to use cohesion policy financial instruments to create more favourable lending conditions and de-risk private finance in eastern border regions. It also points to targeted tax measures, State-aid-compliant subsidies and even the possible creation or extension of special economic zones as tools to stimulate new investment.
For Latvia, that is particularly relevant in sectors where capex is high and the commercial model still needs support in the early years. Green hydrogen, green ammonia, e-fuels and other PtX projects usually require a combination of grid capacity, renewable power access, permitting clarity, industrial land, logistics access and offtake visibility before private capital becomes comfortable. A policy framework that openly discusses de-risking instruments is therefore not a side note; it is central to whether projects move.
What Latvia Should Do Next
The immediate opportunity for Latvia is not to treat the eastern border strategy as a general Brussels announcement, but as a project development signal. The priority now is to turn hydrogen and PtX concepts into a stronger investment pipeline: mature the port-based projects, align them with grid and corridor planning, prepare bankable use cases, and connect them to the financing logic now being built around EastInvest, Cohesion Policy, CEF and related EU instruments.
The broader point is straightforward. The EU is increasingly framing the eastern border not only as a security line, but as a corridor for resilient infrastructure, strategic industry and new energy systems. Latvia is well placed to use that shift to strengthen its role in the Baltic green hydrogen economy and to move Power-to-X project development from a promising concept toward a more investable reality.
